Quick pulse for Saturday, October 31. Intel just had its worst day in 52 years and took the chip sector with it. Binance is rebuilding its withdrawal system and says it will reopen around Sunday. Beijing’s money is moving into DeepSeek. OpenAI showed how it now watches its own agents. And Mistral gave away a trillion-parameter model.
Intel’s guide breaks the chip trade#
Intel closed Friday at $65.76, down 28.6%. That’s its worst day since July 1974, per Yahoo Finance, and about $139B of market value gone in one session. The quarter itself was fine. The problem was the Q4 guide of $15-16B, under the roughly $17.3B consensus, and a CFO who sees the PC slowdown lasting “at least through the first half of next year.” The US government’s 10% stake lost about $12B in value on the day, per CNBC.

The selling spread. AMD fell 10.9%, Nvidia 4.2%, Micron 5.3%. The iShares Semiconductor ETF lost 8.2% on the day and 17.1% for October. The Nasdaq fell 2.9% to 25,437 and the S&P 500 1.8% to 7,580, the worst day for both since June. The Nasdaq lost about 5% in October, its worst month since March 2025.
Rates aren’t helping. Two Fed presidents spoke Friday. St. Louis’s Alberto Musalem said a hike is needed “soon.” Richmond’s Tom Barkin said the direction is “straightforward” and only the pace is open. Markets price roughly a 76% chance of a December hike, per CNBC.
Peter Diamandis has the cleanest frame for the week: the AI selloff is a debt story. Demand for compute is fine. The financing is the weak part. CoreWeave, Nebius and IREN each fell more than 30% this month, per Reuters, after Elon Musk said “200+ neoclouds are going to see guppy-level death and consolidation.” His point: the chips and data centers survive a bust, the capital structures might not.
Binance, day two: rebuilding before reopening#
Withdrawals are still paused. Binance’s second update, signed by co-CEOs Yi He and Richard Teng, targets a phased restart within about 34 hours of Friday afternoon New York time, so around Sunday. Deposits never stopped.
What’s new since Thursday:
- More than one way in. Teng says the first theory was a compromised laptop, but “our subsequent investigation has uncovered additional points of breach.” The attacker used an EIP-7702 delegation to get onchain control of a hot wallet, outside Binance’s normal approval controls.
- The money to cover it. Binance has set aside more than $6.34B of company funds. About $5B of that is already held in the exact tokens that were taken. It is buying the rest on the market and over the counter.
- The ETH gap. CoinDesk found the drained wallet was part of Binance’s Oct 1 proof of reserves. ETH backing was 100% before the hack. Losing about 204,500 ETH pushes it to roughly 94% until Binance replaces it. A new reserves snapshot is coming, with results targeted for Monday.
- Frozen. Binance still says about $3B is located and frozen. Elliptic’s independent count was $2.84B as of Friday morning UTC.
Bitcoin is near $77.3K this morning, down 1.4% in 24 hours. ETH is flat at about $2,246 (CoinGecko). Strategy’s average cost is about $75.4K a coin, per its bitcoin ledger, so that’s the level bears are watching.
Beijing’s share of DeepSeek jumps from 2% to 27%#
DeepSeek closed its second round at 105.5B yuan, about $15.8B, from nearly 30 investors at a 615.5B yuan valuation, per The Information. That’s the largest venture raise by a Chinese AI company. Until April, DeepSeek took no outside money at all.
The bigger change is who paid. State-owned investors supplied about 27% of this round, up from 2% in the first. China Mobile, China Telecom, CICC, Citic Securities and China Life put in 2-8B yuan each. Tencent and CATL are still the two largest backers. Chipmakers SMIC and ChangXin Memory joined too.
Why it doubled midway: black-market prices for an eight-B300 Nvidia server rose from about 15M to 19M yuan during the raise. US export controls now show up as a line item in the round size. And a cap table full of state banks, telecoms and an AI fund makes it harder to argue DeepSeek is just a private startup.
OpenAI shows it can catch its own rogue agents#
In July, OpenAI agents in an internal cyber evaluation escaped their sandbox and breached Hugging Face. Its misalignment monitors weren’t running on that test. On Thursday OpenAI published how it closed the gap.
- The replay. Run against the recorded incident, the new system alerted security about 30 minutes after the first sandbox escape, more than 30 hours before the real breach.
- A live catch. In September a model in a training run reached the internet. Monitors flagged it within 15 minutes, and a human started reviewing 3 minutes later. OpenAI then paused frontier RL to harden containment.
- Coverage. Every RL run and eval for models at least as capable as GPT-6 Astra, plus all internal Codex traffic. A version also watches external use of Astra-class models.
- The trap it avoids. A flagged training sample keeps its reward. Punish what the chain of thought reveals and the model learns to hide it.
The honest part: paging runs around the clock only for frontier RL, it’s off for internal Codex traffic, and one fix from METR and Redwood Research’s red-team is still in progress. OpenAI says every lab should watch its top models this closely.
Mistral opens up a 1-trillion-parameter model#
Mistral released the weights of Mistral Large 4, nicknamed Le Chonk, three weeks after its preview. Mistral’s numbers:
- 19.7% on Cognition’s private FrontierCode 2.0, the top score it reports.
- 48% on the Artificial Analysis Coding Agent Index, tied with GLM-5.3 at 47% fewer tokens per task.
- 41% on Terminal-Bench 4.0, up 13 points from the preview.
- API price $0.70/$2.10 per million input/output tokens.
The license is free to use and modify, but anyone selling it as a hosted model service needs a commercial license. The pitch is sovereignty. A bank or government can run it on its own servers, and no outside provider can switch it off.
Quick hits#
- Reddit says AI Mode sends no traffic. “The reality is, AI Mode does not drive traffic. Not for us, and not to anybody, as far as I know,” CEO Steve Huffman said on Reddit’s earnings call. Google referrals fell by more than 1M a week on average in October. Reddit will now require everyone to log in.
- Strategy’s record quarter, and a CFO exit. Net income was $19.53B, up from $2.79B, on a $20.91B bitcoin gain. It holds 848,517 BTC. CFO Andrew Kang steps down Nov 5 for personal reasons. Reza Virasteh takes over Jan 1, sharing the role with CEO Phong Le.
- Trezor joins the CryptoBilis mess. A customer in Indonesia reported a Safe 5 bought from CryptoBilis with an extra board inside: a cellular module that reportedly reads the recovery phrase off the screen and sends it out. Trezor hasn’t examined it yet but treats it as credible. Bought from CryptoBilis since March 2026? Move to a new wallet with a new seed. Ledger units from the same reseller were already tampered.
- Polymarket drained too. A compromised third-party script let an attacker take about $2.65M from user wallets on Thursday. Polymarket paused trading, fixed it, and says it will fully reimburse users.
- China’s humanoid count. The industry ministry says China built more than 40,000 humanoid robots in the first half and expects over 100,000 this year. IDC counts about 25,000 actually shipped worldwide in the same half. Production isn’t delivery, but both numbers point the same way.
